Case Study

High School for Youth & Community Development

Toolkit Tutors worked with school leadership to provide pull-out tutoring support for students who were retaking the ELA, Algebra I, U.S. History, and Global History Regents exams. Across 24 weeks of tutoring, the school saw significant increases in pass rates among students served, including 100% of English as a New Language (ENL) students.

Program Context

The Challenge

In the 2025 spring semester, school leadership contacted Toolkit Tutors to explore additional supports for the 14% of cohort 1 students who had not yet met the Regents requirements needed for graduation.

Within this cohort, 40% were English as a New Language (ENL) students who needed specialized bilingual support.

Among the students flagged for intervention, many required support across multiple Regents subjects, and existing support structures were considered insufficient for the progress that was needed.

The Approach

Toolkit Tutors recommended a small-group, High-Impact Tutoring (HIT) model to help students close content gaps, strengthen exam readiness, and build confidence ahead of their June Regents exams. Two bilingual tutors were assigned to the school and provided tutoring three days per week.

After receiving student assignments, tutors worked closely with teachers, guidance counselors, and school administrators to identify each student's academic needs, drawing on prior assessment data, classroom performance, and individual support requirements.

Tutors then developed targeted learning plans that combined subject-specific instruction with personalized test-taking strategies. Supports included translated vocabulary flashcards, structured note-taking techniques, and regular Regents-style practice exams, allowing students to build skills and confidence well before test day.

  • 24-week tutoring cycle
  • Pull-out High-Impact Tutoring
  • Small groups of four students
  • Consistent tutor assignment
  • Regents-aligned instruction
  • Three days per week

The Outcome

By the conclusion of the program, 85% of participating students passed the required Regents exams and graduated on time. All participating ENL students were successful.

School leadership cited both the academic results and the collaborative partnership between tutors and school staff as key contributors to the program's success.
